Advice: Fixing Sounds While Driving

Hi folks. I hear a specific intermittent flapping sound sometimes at highway speeds. I think it comes from the driver side, and believe it is either in the rear wheel well, or the plastic piece that covers the roof rack. I am attaching pics to show the parts that are loose.

Any advice as to how to secure these so they don't flap and make noise? Super glue?

I wouldnt count out the roof trim. I'm getting the same noise from the passenger side roof and the plastic is definitely loose enough to cause the noise. I plan on using clear silicone to secure it back after a put a new snap clip on.
